SITC Division 7 is a statistical classification used for trade data reporting and analysis, while US customs entries are filed under the Harmonized Tariff Schedule (HTS), primarily Chapters 84–89 for machinery, electrical equipment, and vehicles. The two systems are concorded but not identical: a single SITC group may map to multiple HTS headings, and vice versa. Importers file entries under HTS codes; SITC codes appear in trade statistics compiled from those entries.
Machinery and transport equipment imports face several overlapping trade-remedy frameworks. Section 232 tariffs apply to steel and aluminum content in certain equipment. Section 301 tariffs affect a broad range of machinery and parts originating in China, with product-specific rates and exclusion processes that have evolved through multiple rounds of review. Antidumping and countervailing duty orders also exist on specific machinery products. Importers should conduct a line-by-line assessment for each HTS subheading rather than assuming uniform treatment across the division.
