Not automatically. A crane mounted on a self-propelled vessel may be classified differently depending on whether the crane itself or the vessel is considered the principal article. Floating cranes where the vessel is purpose-built around the crane function are often classified as cranes; those where the crane is auxiliary equipment on a general-purpose vessel may be treated differently. A binding ruling from CBP is the most reliable way to resolve this for high-value equipment.

CBP will look for technical specifications confirming an integrated drive system — engine, transmission, and undercarriage — that propels the crane under its own power. Manufacturer brochures, engineering drawings, and a detailed product description in the commercial invoice all help substantiate the claim. If the crane is towed to a site and only the boom or hook moves under power, it would not qualify as self-propelled.
