Importers should initiate customs classification and any required pre-entry rulings well in advance of the expected ship date.

The rated maximum voltage (Um) of the equipment — not the system operating voltage — determines classification. A breaker with a Um of 72.5 kV falls in this heading; one with a Um below 72.5 kV falls in the lower-voltage heading. If a breaker is rated exactly at the boundary, importers should obtain a written statement from the manufacturer confirming the Um and consider a CBP binding ruling to lock in the classification before importation.
