USDA FSIS has jurisdiction over all imported poultry meat and edible offal. Shipments must come from FSIS-approved foreign countries and establishments, and are subject to reinspection at designated US ports of entry.
Classification follows a layered hierarchy: first by species (chicken, turkey, duck, etc.), then by presentation (whole bird versus cut pieces and offal), and finally by thermal condition (fresh/chilled versus frozen). Each combination produces a distinct six-digit HS subheading, with further 10-digit US-specific breakouts for individual cuts such as leg quarters, wings, and livers.
