Importers must present a foreign government health certificate, an FSIS import inspection application, and evidence that the shipment originates from an FSIS-approved establishment. Shipments are physically reinspected at a USDA-approved import inspection facility at the port of entry.

The preservation state is a primary classification criterion throughout Chapter 02 — fresh or chilled products and frozen products fall under different headings and subheadings, which can carry different duty rates and TRQ applicability. Misidentifying the temperature status at time of entry is a common classification error.
