Flat-rolled products of iron and non-alloy steel 600 mm or more wide fall under 7208–7210 (hot-rolled, cold-rolled, and coated/clad respectively), while narrower widths go under 7211–7212. Stainless flat-rolled products have their own parallel headings (7219–7220), and other alloy steel flat-rolled products fall under 7225–7226. The alloy content thresholds in the chapter notes determine whether a steel qualifies as stainless, other alloy, or non-alloy.

Section 232 tariffs apply on a country-of-origin basis, and certain countries have negotiated quota arrangements or exclusions that modify the standard treatment. Canada and Mexico have had distinct arrangements under ongoing negotiations. Because the scope and country-specific terms change, importers should verify the current proclamation status for each supplier country and tariff line before filing entry.
