Heading 2207 covers undenatured ethyl alcohol of 80% or higher alcoholic strength by volume, as well as denatured alcohol of any strength — goods used primarily for industrial or fuel purposes. Heading 2208 covers undenatured ethyl alcohol below 80% by volume and spirit beverages such as whisky, brandy, vodka, and liqueurs intended for human consumption.
The Alcohol and Tobacco Tax and Trade Bureau (TTB) regulates imported alcoholic beverages, requiring formula approval, label approval (COLA), and compliance with standards of identity. FDA may also have jurisdiction over certain flavored or fortified products. State-level import permits and distributor requirements add another compliance layer.
