Silico-manganese steel is an alloy grade with elevated silicon and manganese content, commonly used for spring wire, reinforcement, and certain structural applications. Its distinct composition and widespread use in coil form warranted a dedicated subheading (722720) separate from high-speed and other alloy grades.

Precision- or oscillate-wound coils do not meet the 'irregularly wound' criterion of heading 7227. Such products would be classified under heading 7228, which covers alloy steel bars and rods not in irregularly wound coils, based on their processing method and cross-section.
