NOAA's Seafood Import Monitoring Program (SIMP) requires importers of designated high-risk species — including shrimp, tuna, swordfish, and others — to report harvest and chain-of-custody data at entry. The program targets species particularly vulnerable to IUU fishing and seafood fraud.
Fillets are classified separately from whole fish, fish portions, and fish meat under Chapter 03. A fillet must be a slice of flesh cut parallel to the backbone; irregular cuts or minced fish fall into different subheadings. Skin-on versus skinless and block versus individual fillet format can further determine the applicable 10-digit HTS line.
