Stainless steel scrap (720421) is specifically iron-chromium or iron-chromium-nickel alloy waste meeting the stainless steel definition — generally 10.5% or more chromium by weight. Other alloy steel scrap that does not meet the stainless definition, such as tool steel or high-speed steel scrap, falls under 720429.

Importers generally need a commercial invoice, packing list, and bill of lading. Scrap shipments may also require a radiation survey certificate, since scrap metal can inadvertently contain radioactive materials. Some ports and mills require mill test reports or grade certifications. Consult a licensed customs broker for current CBP requirements and any applicable state or EPA regulations on hazardous waste.
