Heading 3811 specifically covers anti-knock preparations, oxidation inhibitors, gum inhibitors, viscosity improvers, and other prepared additives for mineral oils, including those used in gasoline, diesel, or lubricating oils. If a product is a pure chemical compound rather than a prepared additive mixture, it would typically classify under the relevant chapter for that compound. The prepared, multi-component nature of the additive and its intended use in petroleum products are the key classification indicators.
