Tungsten wire (8101960000) is distinguished by its circular cross-section and the drawing process used to produce it, typically resulting in diameters from a few micrometers up to several millimeters. Bars and rods with non-circular cross-sections, or those produced by sintering alone, fall under different subheadings. When the cross-section is circular but the diameter is large, the line between 'wire' and 'rod' can be ambiguous — CBP generally looks at the production method and commercial designation.

India has developed a substantial wire-drawing industry that processes imported tungsten intermediate products — such as rods or sintered blanks — into finished wire. This downstream processing capability, combined with competitive labor costs, allows Indian manufacturers to supply fine-gauge wire competitively. Importers should verify that wire processed in India from Chinese-origin intermediates qualifies for Indian origin under CBP's substantial-transformation standard.
