Frozen bovine liver destined for US retail must bear FSIS-compliant labeling including the product name, net weight, establishment number, country of origin, and safe handling instructions. Retail cuts must also comply with USDA Agricultural Marketing Service country-of-origin labeling (COOL) rules. Importers repackaging bulk frozen liver into retail units must do so in a USDA-inspected domestic facility.
