Homogenized Preparations of Meat, Meat Offal, or Blood

Customs classification guidance generally treats homogenized preparations as those reduced to a uniform, fine-particle emulsion or puree — typically with a particle size and texture distinguishing them from coarsely ground or chunked products. Products that are merely minced or ground but retain visible texture are more likely to classify elsewhere in Chapter 16. When the degree of processing is ambiguous, a binding ruling from CBP provides the most reliable classification determination.

France has a long-established industry producing shelf-stable, fine-textured meat preparations — including pâtés and infant-food formats — that meet the strict processing and packaging standards required for FSIS-approved export to the US. This combination of culinary tradition, approved-establishment infrastructure, and product-format expertise has made France the primary source for this narrow but specialized category.
