The average duty rate, also called the effective tariff rate, is the duty Census calculates divided by imports for consumption, the value of goods that cleared customs, duty-free goods included. The rate on dutiable imports divides the same duty by dutiable value, the goods that owed any duty at all. Because much import value enters duty-free, on MFN-free tariff lines or under preference programs such as USMCA, the average duty rate is never higher than the rate on dutiable imports, and usually far lower.
The products carrying the most duty were Passenger Cars with Spark-Ignition Engine, Over 1,500 cc to 3,000 cc, Passenger Vehicles with Spark-Ignition and Electric Motor (Non-Plug-In Hybrid), and Passenger Cars with Spark-Ignition Engine, Over 3,000 cc. Duty rates vary by product and by country of origin.
Goods from China, Mexico, and Vietnam carried the most duty.
Duty is what Census calculates from the tariff schedule for each entry, not what Customs and Border Protection actually collected after refunds and drawback. Imports for consumption are goods that cleared customs, so they exclude what sat in bonded warehouses and foreign-trade zones. How duty rates are measured
