A phytosanitary certificate from the country of origin is generally required by USDA APHIS. For species listed under CITES appendices, an export permit from the source country and a US import permit are also mandatory. The specific requirements depend on the plant genus, part, and country of origin.
FDA may assert jurisdiction if the imported plant material is intended for use as a dietary supplement ingredient, drug, or food additive. In those cases, the importer must comply with FDA's applicable admissibility and labeling requirements in addition to USDA APHIS phytosanitary rules. Consulting a licensed customs broker and regulatory counsel is advisable.
