A furskin is raw under 4301 if it has only been preserved by salting, drying, liming, or similar basic treatment. Once it has been tanned, dressed, bleached, or dyed—even if not yet cut or assembled—it moves to 4302. Assembled plates, crosses, and similar forms made from dressed furskins also fall under 4302.
Species listed under CITES Appendices I or II require export permits from the country of origin and, for Appendix I species, a US import permit issued by the US Fish and Wildlife Service before the shipment arrives. The importer must declare the species by scientific name, and USFWS inspects the shipment at designated ports. Failure to present valid CITES documentation can result in seizure.
