If the embroidery is incidental and the base fabric retains its essential character, classification follows the base fabric. The proportion of embroidered area and the commercial identity of the product are key factors; a binding ruling from CBP is advisable for borderline cases.

Narrow woven fabrics (5806) are produced on a loom with a woven structure and a width not exceeding 30 cm; they include ribbons and webbing. Braids (5808) are produced by interlacing three or more strands diagonally, creating a plaited rather than woven structure. Ornamental trimmings such as gimp and fringe also fall under 5808. The production technique — weaving versus braiding or plaiting — is the controlling distinction.
