Importers must present a foreign establishment number from an FSIS-approved facility, a meat and poultry import inspection certificate, and a commercial invoice. FSIS reinspects shipments at the port of entry; any lot failing reinspection is refused entry. A licensed customs broker familiar with FSIS procedures is strongly recommended given the complexity of admissibility requirements.

Frozen lamb carcasses are subject to TRQ treatment under the US schedule. Shipments that enter within the quota volume receive a lower in-quota duty rate, while volumes above the quota threshold are assessed a higher over-quota rate. Importers should track quota fill levels with CBP and USTR to time shipments and manage landed-cost projections accordingly.
