Multiple agencies can have concurrent jurisdiction: USDA APHIS for general animal health and quarantine; the US Fish and Wildlife Service for CITES-listed or otherwise protected species; CDC for animals that may carry zoonotic diseases (such as certain rodents and primates); and, in some cases, FDA for animals intended for research. Importers should conduct a species-specific regulatory review well before shipment.

Many species in heading 0106 — including certain reptiles, birds, and mammals — are listed on CITES Appendices I, II, or III, requiring export permits from the country of origin and US import permits issued by the Fish and Wildlife Service. Appendix I species face the strictest controls and are generally prohibited from commercial trade. Failure to present valid CITES documentation at entry can result in seizure and forfeiture of the shipment.
