North American Industry Classification System
A CITES permit is required whenever the species being imported is listed on CITES Appendix I or II. Appendix I species face the strictest controls and are generally prohibited from commercial trade; Appendix II species require export permits from the country of origin and import documentation reviewed by US Fish & Wildlife Service. Importers should verify CITES listing status before contracting, as listings are updated periodically.
USDA APHIS handles quarantine and health certification requirements, US Fish & Wildlife Service enforces CITES and the Lacey Act, and CDC may require permits for certain species (such as non-human primates and African rodents) that pose public health risks. Coordinating across all applicable agencies before the shipment departs the origin country is strongly recommended. Admissibility is complex; consult a licensed customs broker and the relevant agencies prior to importation.
