USDA APHIS handles quarantine and admissibility for live animals and plants; USDA FSIS inspects imported meat, poultry, and egg products; and FDA oversees most plant-derived food products. Many shipments require coordination across more than one agency.

Each commodity in a mixed shipment must be classified separately at the appropriate HTS heading or subheading level. The specific code drives duty rates, quota applicability, and required permits, so consulting a licensed customs broker before shipment is strongly recommended.
