The Lacey Act plant declaration requires the scientific name (genus and species) of the wood or plant material, the value of the importation, the quantity and unit of measure, and the country where the plant was harvested. Declarations are submitted via CBP's import documentation system, and the level of detail required scales with the risk profile of the product and its origin.

USDA APHIS may require heat treatment, methyl bromide fumigation, or dielectric heating for wood products that could harbor bark beetles, wood borers, or other regulated pests. The specific treatment standard depends on the species of wood, the country of origin, and the product form. Importers should obtain phytosanitary certificates from the exporting country's national plant protection organization and confirm APHIS requirements before shipment.
