Commingling is strongly discouraged because the two grades carry different HTS classifications and potentially different regulatory requirements. If mixed material cannot be segregated and individually certified, the entire lot may need to be classified under the more restrictive nuclear-grade heading, or CBP may require laboratory analysis to determine the applicable classification. Keeping supply chains and documentation separate by grade is the safest practice.

Standard commercial entry documentation applies — commercial invoice, packing list, and bill of lading — along with a chemical analysis or material certification confirming the hafnium-to-zirconium ratio. If the scrap originates from a nuclear facility, additional radiation clearance documentation may be required.
