Its classification at 3816001000 depends on the dolomite or magnesia-dolomite composition. Clay-based refractories and other compositions not meeting that mineral profile fall under the remaining lines. Supplier mill certificates identifying the mineralogical composition are the primary classification evidence.

Heading 3816 explicitly excludes products of heading 3801, which covers artificial graphite, colloidal or semi-colloidal graphite, and graphite-based preparations. Refractory compositions with a graphite or carbon matrix as the primary functional component — such as carbon-bonded refractories — may fall under 3801 rather than 3816. The key distinction is whether the refractory character derives from the mineral oxide system (3816) or from the carbon/graphite system (3801).
