Both olein and stearin are fractions of palm oil obtained by fractionation (crystallization and filtration) and remain within heading 1511 as long as they have not been chemically modified. Chemically modified derivatives—such as interesterified or hydrogenated palm fractions—move to heading 1516.
RSPO certification is a private-sector standard and is not a US Customs and Border Protection admissibility requirement. However, some US importers contractually require RSPO-certified supply, and CBP has issued Withhold Release Orders related to forced-labor concerns in certain palm oil supply chains. Importers should conduct supply-chain due diligence and consult a licensed customs broker on current enforcement posture.
