Chapter 75 follows the general GRI principle that a more specific description takes precedence. Nickel tubes and pipes go to 7507.11 or 7507.12; fittings to 7507.20; wire cloth to 7508.10; plates and sheet to 7506. Only articles that cannot be classified in any of those specific headings — such as electroplating anodes, springs, or complex fabricated parts — fall into 7508.90 as NESOI. Misclassifying a product that fits a specific heading into the residual category is a common compliance error.

Single-strand nickel wire is classified under heading 7505 (nickel wire), while 7508901000 specifically covers stranded wire — multiple individual nickel wire strands twisted or braided together. The stranding process creates a distinct product form used in high-temperature electrical applications and flexible leads, and that structural distinction is what places it in the fabricated articles heading rather than the wire heading.
