The telecommunications sub-line (9030200500) covers oscilloscopes specifically designed or certified for use in telecommunications testing environments, such as those meeting ITU or ETSI standards for signal analysis. General-purpose bench oscilloscopes used in electronics R&D, manufacturing, or education fall under the non-telecommunications lines. The instrument's design specifications and intended application determine which line applies.

When an oscilloscope incorporates additional measurement functions (such as spectrum analysis or protocol decoding), classification is based on the instrument's essential character under GRI 3(b). If the primary marketed and designed function is oscilloscope/waveform display, it remains in 903020. If the spectrum analyzer function is equally prominent or dominant, classification in another Chapter 90 heading may be appropriate. A binding ruling from CBP is advisable for high-value, multifunctional instruments.
