Heading 151710 explicitly excludes liquid margarine, which classifies under heading 151790. The physical state at the time of importation — solid or semi-solid versus pourable liquid — is the key distinguishing criterion. Importers should document product consistency and formulation to support the correct heading at entry.

Imported margarine must comply with FDA's standard of identity for margarine (21 CFR Part 166), which sets minimum fat content and ingredient requirements, as well as Nutrition Facts labeling rules including trans-fat declaration. All food shipments also require FDA prior notice submission before arrival at the US port of entry. Consulting a licensed customs broker familiar with FDA-regulated foods is recommended.
