Felt paper is manufactured using papermaking equipment and processes — fibers are suspended in water and deposited on a forming wire — which places it in Chapter 48 rather than in the textile chapters (Chapters 56 or 59). Textile felt is made by interlocking fibers through mechanical, thermal, or chemical means without a water-suspension papermaking step. The manufacturing process, not the surface appearance or end use, is the controlling classification criterion. A product that looks felt-like but was made on a paper machine classifies here.

Key end uses include roofing and flooring underlayment (where compressibility and moisture management are valued), gasket and sealing stock for industrial equipment, acoustic and vibration-damping panels, and specialty packaging for fragile or polished goods. The diversity of applications means buyers range from construction-materials distributors to industrial OEM suppliers, and grade specifications — particularly density, compressibility, and thickness — vary significantly across these sectors.
