Combination grooming devices that include both shaving and trimming heads require a determination of essential character, usually based on the primary marketed function and the design of the cutting mechanism.

For substantial transformation purposes, the country of origin is where the last substantial transformation occurred. If final assembly, including motor integration and quality testing, takes place in Germany or the Netherlands, that country is typically the origin. Importers should retain manufacturing records, bills of materials, and assembly documentation. For shavers from these countries, origin matters not only for Section 301 avoidance but also for accurate country-of-origin marking on the product and packaging.
