Heading 8308 covers only tubular (hollow-shank) and bifurcated (split-leg) rivets, which are the types used in garments, leather goods, and soft goods. Solid rivets used in structural or mechanical applications classify in the fastener headings of Chapter 73 or other metal chapters, not here.
