Aluminum is considered unalloyed when no single alloying element exceeds the limits set out in the HS nomenclature and chapter notes — generally when the aluminum content is 99% or more by weight. Material with alloying elements (silicon, magnesium, copper, etc.) above those thresholds is classified as an alloy under 760120. The mill certificate or chemical analysis report is the standard document used to make this determination at entry.
Section 232 tariffs apply broadly to aluminum imports, including unwrought forms under 7601. Exemptions and exclusions have been granted to certain countries and specific product types through a separate exclusion process administered by the Department of Commerce. Importers should verify the current status of any country-level agreement or product exclusion before relying on an exemption, as these arrangements are subject to change.
