USDA APHIS prohibits or strictly limits the importation of plants in soil from most countries because soil is a primary vector for introducing invasive pests, nematodes, and plant pathogens. Importers must typically ensure nursery stock is grown in approved soilless media or bare-root, and the growing medium must be declared and may be inspected or treated at the port of entry.

CITES permits are required when the plant species is listed on CITES Appendix I or II — this includes many orchid species, certain cycads, and some succulent genera. Both an export permit from the country of origin and a US import permit from the Fish and Wildlife Service are required. Importers should verify CITES listing status before contracting for any ornamental or specialty plant species.
