CBP classifies an article as a complete trailer when it possesses the essential character of a finished, road-ready unit — including a frame, axles, and running gear. A body without axles or running gear is more likely classified as a part or incomplete article. The distinction affects both the applicable HTS heading and the duty rate, so the configuration at time of importation is critical.
Trailer frames and structural components are predominantly steel, so Section 232 tariffs on imported steel mill products directly raise input costs for manufacturers sourcing foreign steel.
