Each vehicle in a mixed shipment must be classified individually on the entry summary under the 10-digit line corresponding to its manufacturer-rated GVW. Grouping vehicles of different weight bands under a single line is a classification error that can trigger CBP penalties. Importers should ensure the commercial invoice and packing list identify the GVW for each unit separately.

Section 232 tariffs on motor vehicles apply at the vehicle level upon importation of the complete or substantially complete truck. Separately, steel and aluminum content in the vehicle's components may have already been subject to Section 232 duties when those materials were imported as raw inputs by the manufacturer. The vehicle-level Section 232 measure does not provide a credit for duties paid upstream on materials, so the effective cost impact can compound across the supply chain.
