Most children's toys require a Children's Product Certificate (CPC) based on testing by a CPSC-accepted third-party laboratory confirming compliance with applicable mandatory standards (such as ASTM F963). Wearable electronic devices such as fitness trackers and smartwatches are generally classified in the electrical machinery chapter based on their principal function as electronic measuring or communication devices, not in chapter 95. Heading 9506 covers physical exercise equipment and accessories, but an article whose primary function is electronic data processing or communication falls outside this chapter's scope.
