Products commonly classified here include threaded inserts (e.g., helical coil inserts, press-fit inserts), threaded pipe couplings of iron or steel not covered by Chapter 73 pipe fittings headings, and other engineered threaded components that lack a dedicated HTS line. The key test is that the article must be threaded and of iron or steel, and must not be more specifically described by another heading in Chapter 73.

If CBP questions whether an article belongs in a named fastener heading (e.g., screws or bolts under 731815) rather than the residual 731819, the importer should provide technical drawings, product specifications, and end-use documentation demonstrating that the article does not meet the definition of any specifically named fastener type. A binding ruling request to CBP before importation is the most reliable way to resolve classification uncertainty for novel or complex threaded components.
