Cassava (Manioc) Starch

Cassava starch (1108140000) is a refined product obtained by wet extraction and purification of starch granules from the cassava root, resulting in a high-purity white powder. Cassava flour (heading 1106) is produced by drying and milling the whole or peeled root, retaining fiber, protein, and other components. The degree of refinement and the presence or absence of non-starch components are the key classification criteria; laboratory analysis of protein and fiber content can resolve borderline cases.

As of current schedules, cassava starch from Thailand and other leading suppliers is not subject to antidumping or countervailing duty orders in the US. However, importers should conduct a current AD/CVD order search with CBP before each shipment, as trade remedy coverage can change. Products from China, if any portion of the supply chain involves Chinese processing, should be reviewed carefully given the broad scope of Section 301 tariffs on agricultural and food products.
