Silver bullion is refined silver of high purity, typically cast into bars or ingots meeting recognized exchange or industry standards. Silver doré is an unrefined alloy — usually a mixture of silver and gold with other impurities — produced at a mine site and shipped to a refinery for further processing. The distinction matters because doré is an intermediate product with variable composition, while bullion meets defined purity thresholds. Importers should document the assay certificate and form of the material to support the correct line.

Mexico and Canada are USMCA partners, and unwrought silver originating in those countries can qualify for preferential tariff treatment under USMCA, provided the goods meet the applicable rules of origin and the importer makes a valid USMCA claim with supporting documentation. For doré mined and exported directly from Mexico or Canada, origin is generally straightforward, but importers should confirm with a licensed customs broker when the doré contains material from third-country sources.
