For Chilean-origin cathodes, importers typically present a certificate of origin, a mill or refinery certificate confirming the producing establishment, and commercial invoices. Because cathodes are a fungible commodity that may be warehoused or transshipped through third countries, CBP may scrutinize whether substantial transformation occurred in any intermediate country. Chile is a US FTA partner, so proper origin documentation also supports preferential duty treatment where applicable.

Sections of cathodes are simply cathode sheets that have been cut or broken into smaller pieces — they retain the same metallurgical purity as whole cathodes and are classified identically under 7403110000. The distinction from wire bars or billets (other headings in 7403) is that cathodes and their sections are flat, electrodeposited forms rather than cast or extruded shapes.
