For classification purposes at the 6- and 10-digit level under 7403210000, all unwrought copper-zinc base alloys are treated as a single category regardless of zinc percentage or the presence of minor alloying additions. However, the alloy composition is commercially significant and should be documented on the invoice and mill certificate, as it affects downstream duty treatment if the material is further processed and reclassified.

Unwrought brass retains its as-cast or as-melted structure and has not been subjected to hot or cold working such as extrusion, rolling, or drawing. Once brass has been extruded into rod, bar, or profiles, it moves to heading 7407; if drawn into wire, it falls under 7408. The presence of a worked surface finish, dimensional tolerances consistent with fabricated product, or evidence of mechanical reduction in cross-section are indicators that the material is wrought rather than unwrought.
