Poultry Incubators and Brooders

The machinery itself — incubators and brooders as equipment — does not require USDA APHIS import permits. APHIS permitting requirements apply to live poultry, hatching eggs, and biological materials, not to the mechanical equipment used to incubate them. Standard CBP entry procedures apply to the machinery. However, if hatching eggs are imported simultaneously or subsequently, separate APHIS permits and health certificates will be required for those biological commodities.

Chinese-origin poultry incubators are subject to Section 301 tariffs in addition to the base MFN duty, increasing landed cost relative to equipment sourced from the Netherlands or other non-affected origins. For large commercial hatchery installations where equipment values are substantial, the tariff differential can be significant enough to shift procurement toward European suppliers despite higher unit prices. Importers should obtain current Section 301 list classifications from their customs broker and model total landed cost across origin options before committing to purchase orders.
