HTS 8455.10 is specifically reserved for tube mills — rolling equipment whose output is tubular product. Other metal-rolling mills (flat product mills, rod mills, section mills) fall under 8455.21 or 8455.22 depending on whether they are hot or cold rolling mills. The defining criterion is the shape of the finished product: if the mill produces tube or pipe, 8455.10 applies regardless of whether the process is hot or cold.

Large tube mills typically arrive as multi-component shipments, which may require a single entry covering all components or separate entries per shipment leg — a decision that affects duty calculation and bond requirements. Importers should work with a licensed customs broker to determine whether the equipment qualifies for a single classification as a functional unit under GRI 2(a) or must be classified component by component. Detailed engineering drawings and a bill of materials from the European manufacturer are essential supporting documents.
