Heading 0507 covers horn, hooves, and similar materials only in unworked or simply prepared form — not cut to shape. Once the material is cut, shaped, or further manufactured into articles (buttons, handles, decorative items), it moves out of Chapter 5 and into the chapters covering worked articles of animal origin.
