Cloves, Crushed or Ground

Ground cloves are subject to FDA prior notice requirements and may be detained for sampling if the shipment is flagged under an import alert. Importers must file prior notice through the FDA's Prior Notice System Interface before the shipment arrives.

The HTS separates cloves by processing state: whole cloves fall under heading 0907.10, while crushed or ground cloves — regardless of whether the fruit, bud, or stem is the source material — are classified under 0907.20 (HTS 0907200000). The degree of size reduction is the key determinant; a licensed customs broker can help confirm classification when the product is partially broken.
