The schedule separates Italian-type cow's milk grated/powdered cheese into TRQ-eligible lines (0406205100) and over-quota or non-TRQ lines (0406205300, 0406205400), while sheep's milk grated cheeses have their own line (0406205500). All other grated or powdered cheeses and mixtures fall under the catch-all line 0406209500. Correct classification depends on the milk source, cheese type, and whether the shipment qualifies under the applicable Additional US Note.

Importers need an FDA prior notice filing, a USDA FSIS import inspection from an approved foreign establishment, and — for TRQ-eligible lines — a valid import license issued under the relevant Additional US Note. Cheese must originate from a country and establishment on FSIS's approved list. Consulting a licensed customs broker is strongly recommended given the complexity of cheese TRQ administration.
