Under USMCA, textile and apparel products generally must meet a yarn-forward rule of origin, meaning the yarn used to make the carpet must originate in a USMCA country. For tufted nylon carpets, this typically requires that the nylon yarn be spun in the US, Canada, or Mexico, and that all subsequent manufacturing steps occur within the USMCA region. Importers should obtain a USMCA certificate of origin from the Mexican producer and verify the yarn sourcing documentation.

As with wool hand-hooked rugs, customs authorities expect a manufacturer's declaration or exporting-country certificate confirming the manual hooking process. Machine-tufted nylon carpets that are incorrectly claimed as hand-hooked may be reclassified upon examination, resulting in additional duties. Physical inspection typically reveals the regularity of loop placement that distinguishes machine from hand production.
