Hand-knotted rugs — where individual pile tufts are tied by hand around warp threads — are classified under heading 5701 regardless of fiber or origin. Machine-woven carpets that are not tufted fall under 5702. The construction method, not the fiber, design, or country of origin, controls the heading, and CBP may request production documentation or physical examination to verify hand-knotting.

Carpet tiles are classified based on their construction method, not their cut size. A tufted carpet tile goes under 5703, a woven tile under 5702, and a felt tile under 5704. The 'made-up' status of a cut tile does not move it out of Chapter 57 into made-up textile articles, provided it retains the character of a floor covering.
