Heading 10 of 16 in chapter 27 · 1 product
Heading 2715 · $17.4M of $21.4B
Heading 2715 applies when two or more bituminous components are intentionally combined — for example, petroleum bitumen blended with mineral tar or aggregate — to produce a formulated product such as a paving compound or roofing mastic. Unblended petroleum bitumen or residues remain under heading 2713. The presence of added materials and a formulated end-use purpose are the distinguishing factors.
Bituminous mixtures are industrial mineral commodities and do not require mandatory admissibility review by food, drug, or agricultural agencies. Standard commercial invoices, packing lists, and a bill of lading are typically sufficient. Importers should nonetheless confirm the precise composition with the supplier, as the ratio and type of binder components affect both classification and any applicable duty rate.
